Horses for courses, 17" are cheeper than 19" tyres and there is a much larger choice in the 17" wheel size.
I would always go for a smaller wheel as I think it works out well for most uses, "lead it to water and try and make it drink"
The choices are out their, and hopefully more on the way soooooooooooooon.
