SWMBO's car has these fitted, wondering if these are dormant adaptive a that need activatin?

No, cornering lights I suspect. The adaptive part of the light is the actual low beam unit.

The chrome blanking cap in the lower part, with the addition of a bulb, some wiring and a CCF edit will function as a cornering lamp. At the moment it is just cosmetic.
