You know people have the fish symbol on the back of their cars? well I think the little aerial is to tell people you use the grinder app

Well, I am the miserable git who is going to try and give a serious answer.
It looks to me to be a VHF Hi-band PMR aerial. I pressume it is fitted to your vehicle. Is there evidence of a radio installation inside? Holes in the boot and/or on the dash/centre console?
It is of interest to me, as I want to fit radio(s) and the associated antennae to my D4 with minimum damage to the car. If you want to remove it, I would be happy to help and take it off your hands.

Looks the same that was fitted to the job cars that we used for two way communications, so it was probably a vehicle as such used by government, police fire, ambulance military etc where an additional car to car radio was fitted.... it was a semi covert usage, I.e plain clothes vehicle as opposed to fully covert...
