Is it not the case that if you link your PayPal account to a credit card for payment, pay by PayPal then don't receive what you ordered, you can re claim the cost of the transaction from the credit card company as a chargeback without returning the goods supplied as a substitute.
It is then upto the seller to arrange for the return of the goods supplied in error at his cost.

You have a contract between your credit card and PayPal. PayPal fulfill their obligation in delivering the payment service. There is a second contract in place between PayPal and the scammer.
Chargeback only works where the credit card company have lien over/ access to the seller's accounts.
Some card providers "play nicely" in the name of customer service. Many don't.I know it's not considered "kind" to say no these days, but no. Just no, ok? And if it's not ok, still no.

I received my hamster harness instead of the dog steps I ordered.
A "hamster harness"? Is that some sort of euphemism ("Struth, me hamster harness has snagged in me budgie smugglers again, Sheila")?

Given the propensity of some people to buy products 'blind' and not worry if it doesn't come good I am offering a sourcing/procurement service to all members here on D3.
