But the brinkmanship conflicts somewhat with the advice of the government's spending watchdog, the National Audit Office. Sir Amyas Morse, the auditor general, told lawmakers in April that the divorce payments will become legally binding as soon as the UK signs a Withdrawal Agreement. This is because the payments are tied to Britain's two-year transition agreement with the EU.
"The payments would fall for us to pay no matter what under international law," Morse said. "The reason why that would be is the payments are primarily in respect of continuing membership for the extension period - they don't relate directly to whatever the future relationship may be."

I think you’ll have to trust me on U.K. being part of EU until the separation date.
As for the money, sure. There’s a report in the House of Commons library (actually, there are several reports) which detail what was agreed politically last December. http://researchbriefings.parliament.uk/Res...y/CBP-8039
House of Commons and Lords libraries are slightly more credible than a newspaper, btw.

Good links.

The Office for Budget Responsibility (OBR) – the UK’s public finances watchdog – expects that relatively small payments (of around €50 million) will still be made in the 2060s. However, they expect around 75% of payments to have been made by 2022.

The £39bn is subsequent to the 'leave' date so under the 'no deal' situation all £39bn is contingent.

It was agreed politically that it forms part of a DRAFT agreement.
And that draft agreement is contingent on there being a 'deal'.

And they all say the same thing:

Every man has a place
In his heart there's a space
And the world can't erase his fantasies
Take a ride in the sky
On our ship, fantasize
All your dreams will come true right away
And we will live together
Until the twelfth of never
Our voices will ring forever, as one
Every thought is a dream
Rushing by in a stream
Bringing life to the kingdom of doing
Take a ride in the sky
On our ship, fantasize
All your dreams will come true miles away
Our voices will ring together
Until the twelfth of never
We all will live love forever, as one
Come to see victory
In a land called fantasy
Loving life, a new degree
Bring your mind to everlasting liberty
As one, come to see victory
In a land called fantasy
Loving life for you and me
To behold, to your soul is ecstasy
You will find other kind
That has been in search of you
Many lives has brought you to
Recognize, it's your life now in review
And as you stay for the play
Fantasy has in store for you
A glowing light will see you through
It's your day, shining day
All your dreams come true
As you glide in your stride
With the wind as you fly away
Give a smile from your lips and say
I'm free, yes I'm free, now I'm on my way
Come to see victory
In a land called fantasy
Loving life for you and me
To behold, to your soul is ecstasy
You will find other kind
That has been in search of you
Many lives has brought you to
Recognize, it's your life now in review

Your tilt at IFAs is telling. Like most trades in life, there are the good and the bad and many in the middle. Shame on you for dissing them all as bad. I suppose you must be the deus ex machina of robo advisors. Respect ... err, no, not respect. I think you're tiresome. Silly. That's all.
I did not diss them all as bad, however, most do have an inflated opinion of their position in life. I suspect many feel they are as qualified as, say, a barrister or a surgeon.
I have worked in the insurance industry for the best part of 30 years - mostly as a consultant to intermediaries. I've certainly seen the good and the bad. D3 07 SE - still going strong
