Anyone got any idea of the rim and tyre sizing combination? Looks as if it might use spacers.

Trying to figure out where the plates are from. First thought was Thailand but LHD. Not Laos or Cambodia, wrong colour for the usual blue China plates. Hmmmmmmm, bugging me.
