Quite simply without mens rea aka criminal intent, there can be no crime, it’s basic criminal law. Accidental damage is just that.

If someone was charged with a crime, there would have to be intent, either actual or inferred, it would also be immaterial if the perpetrator thereafter decided to pay for the damage in an attempt to negate the charge. The Police wouldn’t be involved nor interested in that, only so far as it would be reported to the Prosecutor that restoration had been made which may effect sentencing.

Someone has embellished the story or its an inaccurate reporting of facts.

Or the Police didn't know what they were doing? (Nah, that never happens)

The offence wasn’t just damaging anther vehicle, it was not reporting the incident in a place that the public have got free access to, the outcome was it cost SIL £1500 Big Cry
 It can when others can't,
It will when others won't,
It goes where others don't.

Ah, okay. They must have been pretty sure he should have been aware that an accident occurred but left the scene anyway.

Speculating, but the CCTV must have proved he was aware and maybe you just got the edited “highlights” ?
