I have a 2015 Disco 4 SE bought in March and mine came with the fuel filler already blocked.
When I queried this I was told that a Diesel nozzle will 'force' the blockage down allowing the nozzle to enter the fuel filler properly and fill as normal - yep that is true.
I asked what would happen if I wanted to fill from a can and was told to look for the small 'funnel' located in the vehicle somewhere.
Sure enough, I found the small funnel and it does the same as the diesel pump nozzle, it forces the blockage to clear enabling you to insert the funnel and fill through that.

That's the boy, a small white plastic 'thingy' like a miniature funnell.
If you use it, make sure it is well wrapped and sealed in some thing as it will pong for ages.
I have used mine and after using it, wrap it in tissue paper and keep it in a polythene bag under my back seat.
