You can tether off of most mobile phones but you won't be able to use your normal data allowance, so will be paying exorbitant rates for data access.
AFAIK the only networks that do allow use of data allowances abroad are Three and Vodaphone.

Three do not allow tethering on PAYG via a mobile phone but its ok with mifi

Certainly had no problem tethering 3 PAYG data sim from my iPad to my phone on roadtrip through Scandinavia last summer. Did it the other way in likes of Germany, Poland and Baltics as they were not in Feel at Home destinations then.

I've had a contract Three for many a year and I can not tether to my phone when abroad. It actually will not let me and comes up with a warning. I can certainly use my data allowance on the phone, but that's it. Will be getting a mi-fi and PAYG for upcoming Scandewegian trip. To supplement my contract, like

I used my O2 phone tethered to a number of devices whilst abroad last year. It cost £1.99 per day and used my 20gb UK data allowance. Not very cheap if like me you're away for six weeks!
I also bought two £ 12gb sims to take for my MiFi unit but the speeds were way down with download speeds of less than a mb. I don't know if the settings needed changing in some way.
I have a 4g Huawei 5577 but the speeds seem very poor considering it's supposed to be a 150mbps unit. Anyone know what I need to check to make sure I'm getting the best speeds?FFRR 2017 4.4SDV8 Autobiography. Cost so much I must be mad!

Fair number of reports on t'interweb that 3 throttle speeds when roaming, in spite of what speed tests say.
