Do you need an IPAF certificate to hire these things or is a demo from the hire company enough?Discovery 4 HSE

I guess it would be somewhat risky letting a complete novice loose with a bit of kit like this Discovery 4 HSE

Recently hired a JLG 450 which has a 14m lift. It was fine working on the gable and chimney pots whilst you had a point of reference- only got mildly spooked when I turned around to the more exposed 'open' side - not helped by the fact that the cottage is about 5m above a canal!
Interestingly, no paperwork or qualifications were required for this Currently 2009 Disco 3 SE, 2013 MY D4 HSE and 2016 D4 SE
Previously:
TD5 Defender 110 CSW (230k miles)
300TDi Disco 1 (289k)
4 RR Classics (300-350k each, 2 manual, 2 auto)
110 V8 CSW (220k)
S3 109 hi cap pickup (ex RN)
S2A 88 Safari SW with lpg conversion (bloody lethal)

I believe ... I may be wrong the following
I am able to tow with the disco it's a commercial version, up to 62 miles or 100 kilometres from my designated base i.e post code without the need for a tacho. as the rules recently changed from the original 31 miles or 50 kilometres.
I have B+E on my licence so able to tow 3500kgs as long as my MAM does not exceed 8250 kilos.
as soon as I go beyond 62 miles or 100 kilometres I need a tacho.
the trailer is a Ifor Williams gh94bt 2700kgs gross load capacity 2200 kilos.
I think the above works under "Hire & Reward " but comes under its a tool to complete my work but driving is not the main activity of my day.
I understand that there was a exemption for passenger 4x4 vehicles that were under a certain weight (defenders) but I heard that it has been removed.
And also heard, read that if your trailer was under 1020kgs unladen you were exempt from tacho use. but think this may have been removed.
Probably going to open up a right can of worms now!
Can anybody verify this as to get to the above information gave me a right headache trolling websites & VOSA guys change there minds depends on who answers the phone on that day.
Anybody any thought's

Hi
IPAF compulsary but harness not! up to user
just completed all of my IPAF tickets so all ready.
Note from IPAF Instructor though my new IPAF card has smart tech like when you pay for a coffee by touching your card against a machine I think the long term plan for makers is to have the control panel that you swipe your card to start using machine & your hours on that machine get logged also.
As of now lots of sites have generic keys for these machines because when the hire co drop off machine & cannot find anyone to hand keys over to they loose time waiting for the hire co to come back & deliver the keys.
Thats how un-authorised & untrained users get on them & have accidents
