Discovery 3 No Central Locking

I am needing help as I am at my wits end trying to solve the issue with the central locking!

I have a 2006 Discovery 3 and it won’t lock with the key fob below is what I have tried.

1 - New Key programmed to the car (old key just fell part and the chip inside was smashed)
2 - Tried to find the splice but for the love of money can’t find it spent a day looking for it, looked both in the front passenger side and rear passenger side. I parted all the wires but nothing (maybe someone can point where it actually is)
3 - Put a new receiver in behind the headliner (Interesting I am only getting a reading of 5v when I test the plug that goes in to the receiver. Should it not be 12v? What would it be causing it to be 5v if it should be 12v?)
4 - Let the new key charge but still nothing
5 - Checked all fuses and all ok

I can lock the vehicle from inside the vehicle using the buttons on the dash and unlock the passenger door with the key. The new key starts the vehicle too.

Please help as I am taking the vehicle abroad soon and need it to lock[/s]

New Zealand 2006 Discovery 3 4.0 V6 Petrol SE Auto Bonatti GreyDiscovery 3

With mine, neither of the two key fobs would lock and unlock the car. I found green wire splice buried amongst large loom of wire bundle in passenger front sill (left hand side), mine is Right hand drive (in New Zealand we drive on left, same as UK).

I had to unwind some of the black cloth tape wrapped around the bundle to locate. My sill was full of water from perished elbow sunroof drain behind CJB behind glovebox. The splice looked fine, but I cut, resoldered and sealed with heat shrink. Fobs have worked flawlessly since.

Thank you all sorted spent this morning finding the cable and finally found it in the duct between the front and rear.
Done the repair and it now locks!!!!
