If this doesn’t hit the nail on the head
Two patients limp into two different medical Clinics with the same complaint. Both have trouble walking and appear to require a hip replacement.
The FIRST patient is examined within the hour, is x-rayed the same day and has a time booked for surgery the following week.
The SECOND sees his family doctor after waiting 3 weeks for an appointment then waits 8 weeks to see a specialist, then gets an x-ray, which isn’t reviewed for another week and finally has his surgery scheduled for 6 months from then
Why the different treatments for the two patients?

I believe you are right. I was taking the NI contributions against the average salary for a single person.

One of the problems with the way it is funded and used at the moment is there is far too much bloat. It's the equivalent of "free" electricity so everyone goes to work leaving the iron on because it's "free" and leaving it on is easier than turning it off.
I'm dubious of the actual impact of health care tourism, nevertheless, it is a good example of the organisation running without due care to efficiency.D3 07 SE - still going strong
