No not completely true…. There is only a new law, which makes a partial ban possible “in case of” big shortages on the electrical grid, and such a partial ban is only a part of stage 3 (of max 4 stages) ..
TBH i think every country should have a plan (disaster and recovery plan) for just “in case” , these days do prove that “every” disasters still can happen, pandemics, war, terrorism, etc. Best regards
