EPB Actuator

Took my car in to have the EPB cleaned and adjusted this week after the screach could be ignored no longer. I've been told that it is the actuator that is screwed and it will cost me £550 to replace. Before it went in the brake would screech but hold the car on a hill, it wont hold anymore but still screaches. Is someone trying to pull the wool over my eyes and sting me or does this sound right to you all? The fact that the actuator is trying to do its thing makes me think that its not at fault, it still releases the brake ok after the ignition has been switched off and then restarted.
If it is the problem is it a DIY replacement? I cant afford £550 at the moment. The car is a manual so it needs to be sorted.

seen one on fleabay not so long ago

check breakers first might get one cheap
