The good thing is that you are not alone
I have the same issue with the Flame Button as you have described, but when i set the timer, for instance 07:00 the FBH does work and heats the engine. It has done this today!
Maybe when the webasto timer kicks-in it maintains the W-Bus signal for "x" amount of minutes and when the Flame button is pressed it only sends a Pulse, or vice versa.
I can check this on Friday as my D3 is at the stealers changing the fog lamp wire loom (known issue to LR, not to me!).
