People want goods to be competitively priced, which includes delivery if applicable. If being a delivery driver pays so terribly then it means only one thing - this is not a job we want people do to. If the delivery drivers wages are unacceptably low and can't be raised, then home delivery won't be cost effective and we'll all stop using it won't we? So the drivers will go somewhere more useful and we'll all go back to high street shops.

Of course, and most people will be prepared to pay a bit more to have something delivered to their door than to buy it from a shop. Indeed, they will pay exactly their valuation of the cost of the product from the shop plus the cost of the trip, hassle and time to go and get it and any other variables instead of having it delivered.
However, on what basis are the delivery drivers being underpaid?
If somebody is able to offer them a better deal, then they will take that deal, or the delivery companies must match or better it (and we must remember to include non-monetary factors here also). If the other deal isn't out there, then they are not being underpaid - they are recieving the recompense society deems appropriate for their toils.
