The 3 side step brackets are help on by bolts that screw into the sills, not the chassis. If I remember correctly, 3 or 4 of the bolts on the underside of the sill also hold the plastic sill cover in place, but the rest just hold the brackets in place. Have you downloaded the side step fitting instructions from the LR site?
Those bolts aren't used for the LR steps, so they must have another purpose! At that size, probably something minor, like attaching the body to the chassis
I'm fairly sure there's more than 4 bolts holding the body to the chassis though, so as long as you remember to re-fit them before driving off you should be fine.Previously:

photo of one of the bolts, which would be used to attach the 1st bracket
ie the big one on the side of piccy with what appears to be a large rubber washer type of thing.

Dealer may not want to fit them as they are not LR stuff !!!
I would be a bit concerned having all my brackets fitted to the body mounts
The original LR ones fit in purpose made holes below the bottom sil cover ...having them fitted to the body mounts may not be good if you were involved in a little scrape ..end up ripping of the rubber mounts .
Also with time all the weight ( not saying your a big lad ) pushing down on them cant be good .
