There is a company in Blackburn who have serviced and released my EPB twice. They are really good at what they do so it might be worth giving them a ring. Their number is 01254 372029 and they advertise on E Bay.
It’s about £400 but that doesn’t include renewing the cables etc.

you need to pull hard on the release cable, like hard, with two hands and two feet, then it will release, cutting one cable is bad enough but cutting both is over the top as the actuator pulls one cable against the other, cutting one will release the tension on the other, the actuator jamming is due to poor maintenance, it happened to me, but with correct maintenance it will not jam, it jams because there is to much slack in the system, listen to the motor when the EPB comes on if it runs for more than 2 seconds it is coming to the end of its travel and may jam.
