Turn signal??? Do you use that? 
Could be nice and quiet easy to do actually. Will give it a try sometime. CLUB ILLEGAL CAR WASHERS

You could put a resistor in the sidelight supply and full voltage for flash (don't forget a blocking diode  ). Then sidelights will be dullish and led's would brighten up when indicators flash
