Heater in lock out mode(Overheat)

Could anyone point me in the direction of what to check out

I have B1 D23-13 (2F) overheat sensor circuit- General electrical failure circuit open

Check webasto coolant pump is working no pump=no coolant=overheat, how to check i have no idea!

google webasto thermotop, plenty of info out there.
