Do any of us really think that a tax rise is intended to stop us buying/using the product?
The government way up the possible increase against the risk of losing the person who pays.
Fags are a prime example, the government don't want you to stop smoking as the tax revenue they would lose would bring the country to it's knees. Every year the government raise the tax in order to stop people smoking. The tax alone from these fags would run the NHS 6 times over but still they claim they need more and hospitals are still closed.
We already only have 17 pence in the pound left after tax and the government have already agreed behind closed doors that they could not really take anymore from us!
Tax has no basis in these circumstances, the government can see a chance to tax the more well off by keeping together a group of people who can afford £30-40k cars. I hear nothing of the other 100+ different models of car that do less miles to the gallon and give off more cO2 than a LR.
They already charge company car tax based on a cost formula albeit indirectly.
The government know that we all need a car and we will continue to use them no matter what charges they bring in, it's just another method of squeezing the extra 17pence out of us in the name of the environment. 2006 TDV6 S Auto, Buckingham Blue, for the wife and kids.
