The message above from Hardware is the anti-double post/spamming mechanism. This would only trigger when making a post if the forum software sees two attempted postings within 15 seconds. So it suggests something is now making multiple requests per post.
Not clear if this is still happening even after my change at 9.25pm?

dont know if related but logging in is fine but everytime i hit new or my posts just said you cannot make a request within 10 seconds of the last one no matter how long i waited same message
