As far as I was aware, the Garburn Pass has been subjected to a TRO for many years, so Restricted byway makes no difference. You could not drive it then, and you can't drive it at all now.
I'm afraid the days of driving on green lanes are numbered.

Just checked on my maps, and it is actually marked as a Bridleway. So, obviously it was in dispute, and the default ruling of Restricted Byway status has applied. I've never driven it, so no idea how good/bad it was.
I have driven the nearby Gatesgarth Pass which is a real challenge. You need a permit to drive it, and only vehicles less than 100 inch wheel base are allowed. No D3's or LWB Land Rovers.
