I took 2 worn brake discs to our local "recycling" centre (Ivybridge, the new one) some time ago, they initially refused to take them on the basis it was commercial waste even through I pointed out the shiny new discs on Moneypit they had replaced. They saw sense eventually after a conversation about how I should dispose of them at the local metal scrap merchant several miles away.
The same tip has challenge me on taking decking wood to them with nails still in it & the need for the nails to be removed beforehand.
There was also a chap who was about to through away a new & packaged strip light. I said to him that I could make use of it in my loft & a operative must have overheard the conversation, within seconds they were on us telling us we could not exchange an item as it was now their property given we were on their site. We thought we were recycling, it appeared they thought we were attempting to steal revenue from them!
Tyres are a fiver to dispose of IIRC.
It's no wonder fly tipping is everywhere these days if they carry on like it's a commercial business rather than a public service.

Most of the fly tipping isn't carried out by householders directly, much of it is "man with van" doing unlicensed waste collection.==================================

West Sussex imposed a £4 per bag levy on soil/hardcore and had to do a reverse ferret when it was declared unlawful by the courts and (as almost everyone with half a brain had had predicted) they were spending more money clearing fly-tipped waste than they were getting in revenue.
The tips that have a formal shop are the ones doing most for "recycling".
We received a "warning" for dumping lots of polystyrene because they get paid by weight (now, what did I do with that massive helium balloon?)

From Monday I expect more fly tipping in the Surrey area as they will be charging for the following:
Wood from a shed or other wooden garden structure, doors, floor boards and joists, laminate flooring, decking, built in furniture such as wardrobes and kitchen cupboards, worktops, and wooden fence panels and posts.
This is on top of existing charged for "DIY waste":
Breeze blocks, bricks, rubble, soil, stones, ceramic bathroom fitting, tiles, concrete fence post, ceramic bath, cistern and paving slabs.
I'm just waiting for them to query my trips with green waste as I refuse to pay to have grass cuttings collected at the kerbside.

Ours don't charge (yet) unless they think you are trade.
I got asked to pay a few years ago when I turned up in a Jeep Cherokee with some rubble, all bagged tho but as I had safety boots on they insisted I was trade
You can take small trailers in with a permit but you have to tell them exactly what your taking when applying for your permit. Last one I applied for they reckoned there wasn't enough room on the form for the list of stuff so I asked them to take off 'scrap metal' from the list as I'd weigh that in myself and they didn't like it
