you'd think with just 4 mounting holes it would be easy...but NOOOOO they had to throw a wrench in and do this fish wire stuff...looks like frustration waiting to happen for me LOL-Greetz, Duan

Why would anyone, anywhere in the world, want their bikes all screwed up in the way of both the swing out tire carrier as well as the tail gate? Even with the bikes pivoted out, all that crap is still in the way if you want to get up to the dropped tail gate.... Horrible design, simply horrible.
I had a custom mount made to allow a bike rack to mount on the tire carrier, not ON the TIRE, but on the carrier arm so that when released, the entire thing swings out of the way, tire, bikes, etc and none of it interferes with whatever towing design used below.
(see first few images in web link below if interested - not for sale, just the design idea. This is the first attempt and has worked great for a year now)96 Disco I, 210,000 miles - still going strong

Would need special testing for US and UK market though.
Who makes that item? I think it would bolt on with my Kaymar possibly but it covers up where the trailer plugs are located as well as the strong recovery point.... ??
We plan to get a Campa Trailer soon, so off-road + trailer will become an issue.96 Disco I, 210,000 miles - still going strong

If you have an old Kaymar bar you may need to grind the hole abit larger. Later bars have been modified to suit the hitch. Measure the opening in the bar and I will find out.
New hitches do not have the extra recovery point.
The hitch is fully tested and rated at 3.5 tonne; complies legally in Oz but you will need to check legals your end.“There are only three sports: bullfighting, motor racing, and mountaineering; all the rest are merely gamesâ€

firstly, most do not have a rear wheel carrier so that makes your idea useless. secondly Im sure being able to pivot to the ground makes them easier to get on and off and provides no more inconvenience than having to move the dirty dusty spare wheel everytime you want to access the rear tailgate. at least the bikes are removable (another plus to the design of the removeable hitch . excellent bit of kit)and no doubt well built as many of Rays worshippers users would testify.
