Well for anyone having issues

The reason I had to rebuild the shoes was they disintegrated so had to pull the cable to free them a few days ago

So when rebuilt I needed to again pull the emergency cable and keep it pulled putting on the discs

Hope that helps anyone in that circumstance

Did you have the epb set to mounting mode? It releases the hand brake cable to make it easier to fit the shoes and makes sure the cable isnt pulling and expanding the shoes

I had pulled the cable already to get me home .... so the epb is unlatched

I’m more of a bmw/Honda man, only have the RRS a year and a half
