OBD port removed
I have just found that the OBD port has been cut off and removed from my recent D4 purchase.
Why would anyone remove this?

Exactly this…^
Have a look up behind the dash.. the original one is probably tucked away tied up somewhere.. the one you are looking at may be a dummy one..
Personally I would leave it as is if the original is still there somewhere!

Obviously the previous owner has had a nasty experience!
It can when others can't,
It will when others won't,
It goes where others don't.

RRBlue - How long ago did you buy the car, privately or from a dealer?

I have found it. <snip>
It seems to work fine but has clearly been <put> there deliberately.

Good you found it, but you’ve given away one of the hiding places.
