Surely it could be stopped by the homeowner who's fence it is making a complaint to the police about damage to property or 'trespass' or such-like and then a legitimate request to desist made??
Would not something like 'causing disruption' or 'breach of peace' cover them putting up the shrine - I don't know the in's and out's of the legalities but imagine something would cover it (like not displaying Swastika's, ISIS flag, etc.)
That would only be needed if 'common sense' wasn't allowed to prevail and the police just stay "stop, don't put them up"?
Again a 'minority' group complain and threaten (just like they 'mob rule' at evictions off land and such-like) and the easy option is allow them to sway judgement

Whilst I understand both sides of the story and even though I'd side with the pensioner and the residents, I also know a bit about travellers and this will just make them even more determined. LT is right, there’s nothing more determined than a with a cause. Attracts others of that ilk. They’d soon be turning up in their Transits, drinking Special Brew, stripped to the waist wanting to fight and swearing on their kids lives.
Ignoring them will deflate, deescalate them. Give it a week or two until the flowers die and wither and remove - simples.

That would be a long running battle. Traveller families are huge and entwined. They'd be an almost inexhaustible amount of "cousins" from all over the world who'd turn up to fight, many of whom haven't even been born yet!
