Should there be play in the wheel rotating?

I put my winters on yesterday. With the wheel attached but not on the ground, I was tightening the nuts and the wheel seemed to rotate before resistance was felt to tighten the nuts. Not noticed it before, is this normal or is there “play”.

Sorry I think it’s poorly explained but hope you get the idea.

Perfectly normal, you are just feeling the slack in the drivetrain (driveshaft, CV's, diff, transfer box)

P.S. the wheel should be on the ground when tightening Whistle and when first slackening Thumbs Up
 It can when others can't,
It will when others won't,
It goes where others don't.
