No it is an actuator not a sensor, there are two flaps, the smaller pipe is closed by the electric one, the big one by vacuum.
 A visitor from the dark side, my other vehicle is an is still an EV. Strictly speaking its SWMBO.

Just updating this thread with my progress...

I swapped it out for a used one that was not stuck and was working fine.

Revved the car to 3000 rpm, and way and behold NO RESTRICTED PERFOMRANCE!!

Everything back on, took it for a drive.. and my oh my. How different the car drives when it's normal!

Thank you to all who helped on the forum, and hope this helps someone else too!
