Would it be possible... Given the choice many have taken to anonymise name, location and reg number ... To have a means of PMing someone by their reg number? No need to see who you're actually PMing, but e.g. Send a message to JSF35N that they saw something happen to their Disco. Obviously if this is a secret PM system, it may not deliver if member hasn't added their reg but at least folks would feel they tried..

Well ok but with about 0.001% of owners using the forum do you think it adds any value? You'd have to pretty lucky to get:
Something you thought needed reporting
The owner to be registered on the forum
To have registered their plate with the forum
To be an active user of the forum (there must be thousands who sign up and never look)
For the process to work?
There's only one chap local to me who uses the forum and he lives about 1000yards away so if I saw his car being abused I'd knock on his door. Or ring him as I have his number.
