EGR fault code P045C
Gday All,
Car faults with the above code , code reader says EGR actuator B - cuircut low..
I am assuming that i have a failing EGR valve , would that be correct.

Correct! Your options are to either replace it new or blank them and remove the throttle butterfly.
Don't be tempted to buy cheap replacements or you'll be doing it all again real soon. The LR original OEM EGR is not cheap, and that will fail again even if you're lucky enough to get a few years out of it.
Don't ignore it though and just keep on driving, as there is a risk of melting the inlet manifold if the valve is stuck in the "open" position!
Blank them and forget them is probably the best solution, but in your case I suspect you have an EU4 emissions protocol so you'd need a patch from BAS Remaps as well to keep the EML off.
You'll need a GAP IID tool as well to load the patch to the PCM.
There is another solution to avoid the EML patch which I have done on my own D3. This will only work if the oscillating motors are working properly and the EGR cooler has not sprung a leak!
You can cut the shaft from the motor to the valve (air saw) thus removing the load on the motor and seal the valve shut.(preventing any future cooler leak entering the electrics) This will allow the motor and sensors to operate normally telling the PCM all is well and prevents the EML coming on. I also blanked the exh manifold feed to the cooler but don't remove the cooler thermostats.yµ (idµ - eAµ) ψ=mψ
