Heated steering wheel

I've fitted a heated wheel in my D3, I bought the wire to piggy back onto the cigarette lighter for supply to the heating element. I'm finding that the + - terminals are common at the cigarette terminals. This can't be right? I've disconnected the plugs under the centre console and checked the loom plug coming through the floor and the pins 12 and 24 are common there which should be + -?

These two terminals 12 and 24 remain common no matter what position the ignition is in. I’ve a lot of stuff off the car at the minute so perhaps it’s something else that has an affect on this, not sure.
