| Turbo / Boost funny noise with a possible huge bill |

Hi all,
I've just had my Disco serviced by an Indy and went in with the hope that they would solve this puzzle easily but it seems to be escalating wildly.
I have for the past 2 or 3 months had a noise when accelerating under load above about 2800rpm. I assumed a small boost leak as it doesn't sound mechanical to me. The CEL has never appeared. The noise sounds like a loud car horn (no it's not the horn).
I've been told I have a suspect second turbo and it 'probably' needs changing. The noise only happens under load. Sat in neutral and revving the engine does not replicate the sound. I can control the noise by backing off the throttle although it always remains a constant 'horn' sound and does not increase or decrease in tone with speed. Codes have been checked and nothing that could be linked to this was found.
They have also found the front crankshaft oil seal is leaking and the two jobs combined (bearing in mind they recommend replacing the first turbo at the same time) has come in at just under £3200 (17 hours labour plus parts).
Now if this needs to be done, I will do it but the car drives beautifully in every other sense, with no warning lights and no obvious (to me) lack of performance or other symptoms.
Any help would be greatly appreciated!

Find a garage with a smoke test machine to test the cold air side of the turbo/pipework, as it sounds like a boost leak or exhaust gasket blow? ie it only happens when the engine is under load, not just revs but working hard.
Cheap boroscope for a look see?
