Hi )
This is probably to direct any battery gases to a safe outlet (possibly along with dribbles of condensate/vapour ?). Lead/acid batteries generate low quantities of hydrogen gas while charging which, if allowed to accumulate with oxygen (and therefore with air), can become an explosion risk.
There should be a little vent-hole in the battery which matches the hose/plug you've found.
Battery condensate and vapour is generally acidic which erodes any metals in contact, so best diverted down onto the road along with hydrogen.
Hope this is useful ))

As young boy at 16 years old I had a battery explode in my face will removing a battery charger lead from a battery that had been on charge all night, if it wasn't for my quick thinking and a horse trough being nearby I would have lost my eyesight, lesson learned. It can when others can't,
It will when others won't,
It goes where others don't.
