PNG Files
Have been given some IGN French maps on disc but memory map wont open them it needs something like Oziexplorer which is at a cost is there anything else that will open them up.
If they're PNGs (by which I hope you mean 'portable network graphics'), can't you convert them to BMPs and import them into memory map? You'd probably have to do a calibration, but it's a fairly simple point and click affair.

Don't know how much of a help this is, but I have an Apple MacIntosh and they open fine with the 'Preview' Application and also its itinerant operating software, you can then save them to BMP, TIFF or jpeg files.
Do you know someone who has a Mac?
