Can you tell if the tow socket wiring is Land Rover or 3rd party/self fitted? Look for part numbers or logo on any labels. Is it 13pin or dual 7 pin?

One which has been scotchlocked/bodged onto light clusters would not be sensed as the D4 has dedicated circuits and fuses for the trailer socket.

Which would indicate the load the van draws is insufficient to trigger the sensing of the lights so might need a supplimentary load device i.e. a resisitor for the dash light to activate.

You would just have to be careful where this is attached as the wiring is probably specced for LEDs, a test lamp crock clipped to the back of the plug would be safest to prove a point especially as you won't want to mod the van wiring at this stage.

I would prove where the problem lies before spending out. There are plenty of guides on line to fit load resisitors, the only issue rarely mentioned is where to fit them.

A 21w filament bulb will load the circuit as that the standard indicator lamp.
