WIF sensor wire 12v

I'm having a lot of trouble trying to get my warning light to go out I've replaced the whole filter housing and it still won't go out, the ground seems ok and so does the 12v reference. Is it normal while the sensor is unplugged to get 12v on the sensor wire?
