Fuel filler breather? - advice please |

I was looking under my car checking for bumps/damage after a good weekends drive, and noticed some sort of drainpipe that was floating loose (ie, unattached at both ends). Luckily it was tangled up so did fall out on the road. Its about 2 feet long, and the top appears to have been connected up to the fuel filler, on the inside. On the inside of the (diesel) fuel filler, there seem to be two pipes that I can reconnect it to. One of them is the fuel filler drain (ie, that just drains any water or fuel from around the fuel cap), the second option is part of some longer system, ie a flexible pipe that seems to come up from the fuel tank, loops up to the inside of the filler, and then (I guess) drops down again using the loose pipe that I found.
I think it is this later one, but I hope one of the wise ones can tell me:
- is this correct, ie the tube belongs to the breather type setup, and not the drain, and
- what's the point of the system, ie, why would a fuel breater loop up in this way?
