Suspension low at front

With my car in the access height position, the nose sits abut 2"lower than the tail - clearly visible since there is a much larger gap above the tyres (to the wheel arch) at the rear than at the front.

There is a service bulletin on the GTR site
Title: Discovery 3/LR3 - Air Suspension Down at Front
Type: LA - Discovery 3 - All Years - Technical Bulletins - 204 - Suspension Systems
Name / Part No: LA204-002 Info Type: Service Bulletins
Version No: 1 Date Uploaded: 25 Apr 2005

Anyone with current access to GTR who can tell me what this bulletin is for ?
