changing headlight beam

My handbook says headlights need to removed first, however it then seems to say you just remove the black plastic seal to access the switch to change beam direction. I have xenon lights, and seem to be able to find a switch as per the book on the offside lamp, however on the nearside (with restricted access) I can't see /feel one.
Am I doing this correctly?

Assuming this is the same as the D3, then if you know where the lever is, and if it is free to move (not too stiff), and if you have small enough hands, then you could do it without removing the lights. But... it only takes a few minutes to take off the grill and remove the lights, so why not just do that?
