The registration number have a set code that enables you to know the year it was registered..the old system was an easy abc progression. The govt wanted to even out the waiting for the next plate to come out before buying. But the plan of a coded system fails as people know the code.
There are two plate codes released each year now.
Hence the reference to the code as a year marker.
The code also shows where the car was registered.
So the format is
Area code......age code..random letters. It is better to have and not need it then need and not have it.

In a nutshell yes (if registered after 1st Sept)
As Amazing says, UK number plates used to be ABC123A, then on reaching the end of the alphabet in 1983 they reversed to A123ABC.
On reaching the end again in 2001 it was planned to change to AA01ABC with the age identifier changing on 1st Jan each year.
The motor industry raised concerns that there would be a big rush each Jan for the new number so to assist with spreading sales out throughout the year the age identifier is changed twice (March and Sept)
So you can have a car 1st registered in 2013 on either 62, 13 or 63!!!
A complicated way of simplyfying things eh I started off with nothing and Ive still got most of it left.
