torque for steering rod ends? torque for inner rod?

Looks like I will tackle the steering rods (inner and outer) myself. I am looking for torque values for the outer end nut and the inner rod. Also, any tips? I figure if I pop the outer rod end and undo the inner rod while leaving the inner and outer tight together I should be able to set my new rod and end to the same length and avoid an alignment (at least for a day or two).

The rod end should release without the use of a "pickle fork" I hope. The plan is to back the nut off and then give her a whack with a mallet.

Finally, there appears to be a black plastic cover partially covering the steering rod. It looks like there are four plastic rivets holding the cover. I assume I lift the center of the rivets and they should release?
