He might have been concerned that the bill did not address "Up Kilting" & so falls foul of gender equality political correctness; and maybe it didn't address up (whatever transgender people wear ?) ....

A Bill with cross-party support was stopped by a Tory backbencher using some archaic rule regarding Friday debating hours. The Bill would have made it illegal to "upskirt" people. Can't see why anyone, other than an upskirter (if that's the correct word), would object to such a Bill. Apparently he also blocked a different bill earlier in the day to do with mental health for the same reason - a lack of genuine debate

Have to agree with Sir Christopher.
The point he is making is not the piece of legislation in itself (it could be any bill about anything) but that it is lazy procedure. Any bill put before the Houses of Parliament should be properly debated - that's their job - and not just "nodded through" by a few MPs who haven't off for the weekend already.Uncle Ray's spare wheel protector

Indeed, the legislation needs to be very robust. Not least because sadly such a crime could be susceptible to false accusation.

I thought that was the whole point of them discussing it in Parliament today, but yes fluffy legislation should be scrutinised.
No doubt that the bill is aimed at those with a serious voyeuristic problem but you can see how definitions can be difficult and how it could have wider implications.

If he has a point, and I concede that it appears he does, then the answer is to dump the whole process of these types of Bill. That, and make MPs actually turn up to debates about legislation. Just turning up for the "big stuff" like PMQs and votes about their pensions isn't good enough.

I think everyone in their right minds, so perhaps not every MP, wants it to be a criminal offence. The actual legislation isn't going to be easy to write though.

Killing a bill in this manner doesn’t make for better legislation. Reading about the woman who started this is shocking. A bloke stuck a camera up her skirt but because she had knickers on and nobody else saw he didn’t commit a crime. I think if that was my wife or daughter I’d want his testicles mounted on the nearest railings along with his head. Obviously, I totally agree that someone specifically placing a camera underneath a female standing in a skirt with the intention of taking an image without their knowledge is depraved and should face some penalty.
...but what consideration is there for other circumstances ..eg say you were taking a group photo and someone kneeling, our crouching or sitting on steps, fleetingly revealed their knickers, what if you were at the beach and caught a shot of someone in a bikini, what if a gust of wind blew someones skirt up?
As I understand it, you could be in any of the above situations with an image recording device of any type and you could be prosecuted even if you didn't take a picture or make a recording.
Is that 'capture all' legislation and make them criminals and sex offenders right ..good? Half of the Daily Mail press photographers would be in jail for a start.
