Cheers Charles, it seems I am getting teased and wish I could find the funny side. I have many hospital appoinments with daughter, and some are time critical for treatment. Having this knackered makes me nervous. So please guys, I need help or I am gonna have to hire a motor for her visits.
How do you get the spinning cap off, then hopefully access to the bolt head
If you can't get the locking cap key to deform as per Andrew's suggestion (try using a standard 22mm socket as a drift), then the next option would be a ing big hammer, old chisel you don't mind destroying, hit ing hard and often to split the cap (may help to centrepunch and drill a couple of holes first) then try again with whack-on bustynut remover and a nice long breaker bar.
Now have a quiet word with yourself, hmmm? You screwed up, by ignoring the problem when it was pointed out to you. not a biggy, just a little one so no drama. People are, as ever, trying to help and it's not going to plan but that's not THEIR fault, so stop, assess the situation in a cool and calm manner and I'm sure yoyu'll get there, ok? Your little girl needs her dad to be her rock, so going into sulk mode isn't going to help.

Cheers Al, as u have hinted my mind is all over the place, things arnt going too well on the other front and trying to earn a living with emergency unpaid days off, wheel wobble worrying me, lock nut worrying me, and tried ALL tyre fitters and they say it canny be done. It's not that I am after a freebe, just need it off.

Position the adapter nut in the wrong place on the wheel nut but make sure that a groove lines up. Hit it on with a BIG hammer. You destroy the adapter nut but hey ho you can buy a new one. Just make sure you hit it on all the way.In the Beginning there was nothing, which exploded.

The spinning cap took up the most time, due to trying no to damage the rim etc.
I took a 115 mm grinder with a metal cutting disc and cut a few groves through the spinning cap. Something smaller like a Dremmel with a small disc will most probably work better. After I did that I took a cold chisel and a with lot of careful positioning broke of the spinning cap. You would potentially damage the underlying nut, but that will be in the middle, which is not affected. It is a softer metal.
I then took a 25mm socket and hammered it onto the soft inner portion. This does require some force. Once that was done it took a couple of turns and it was off.
I have to add, at the time the advice I got was also a bit daunting, but this worked for me. Be Brave
Replace all the locking nuts with normal ones. I do not think "thieves" are going to walk around with a 4 ton jack to try and steal wheels of your car.

The advice given has been appreciated and taken onboard, it's not often a man can admit it, but I am beaten, financially I am fooked, tools are negliable and phisicly drained trying to cope.
I should ave done it when Ken done the MTRs, so I guess I will try tomorrow am, but hiring a small car just incase
