some of the UK stuff is more advanced than many think. Ever noticed the "diamond" black outlines on the motorways ? look left of them and there's a grey box. records make/model of vehicle and speed ... every car has a differentiable magnetic signature as it passes over the sensor.
Tailgating detection? There isn't a cloud network large enough to store that data for your average french motorway I know it's not considered "kind" to say no these days, but no. Just no, ok? And if it's not ok, still no.

Not a problem for LRs, as the metal turns to rust, then falls off, the signature would change.
I would have thought that the signature would also change if you:-
Replaced the steel space saver wheel with an alloy wheel
Fitted one of Uncle Ray's spare wheel protector
Fitted a winch
Fitted side steps
Filled rock sliders
etc... etc...

They're traffic flow sensors or used to detect oncoming traffic for traffic lights on non motorways.
I have no reason to doubt the guy who told me. He was once stopped by US customs for trying to enter the US with "integrated circuits" in his hand baggage. he said he'd be quite happy to be sent back to the UK but their air traffic control system was basically fuct without the fix he was carrying.
