I originally had this problem on my Disco 1 wheels -

After a similar Heavy Duty alkaline clean and rinse
and when wheels were well dry I then padded out the rear of the wheels with lots of newspaper to catch all overspray hitting brakes , masked off nearby paint work and carefully sprayed on Silicon Spray [ Super-X ]

should really remove wheels to do it - but

All gunge just then wiped off with a rag.
