Excellent description 
I cannot answer your question as to the need of a dump valve on a diesel engine as none of the ones we use have them.
In fact its normally only the large V6 /V8 cummins / detroit engines that do have wastegates on them...the 2 , 3 , 4 and 6 cly engines we use normally dont .
When we were having the demo of the new JCB engine at our factory about a month ago ...the first thing that was mentioned was the addition of a wastegate G4 Gone ...but not forgotten
