D4 tail Gate Not opening but wire ok

My better half came back from groceries saying tail gate is not opening. Had this problem on D3 once. So opened rear door cover from inside pulling out the wire. All ok, but Even pulling the wire does not open the tail gate.

Any suggestion which might help opening the gate?

silly question I guess but I am not a mechanic.

does the end of the wire insulation need to remain in the actuator housing in order to pull the wire?
