The issue I have with animated avatars is the file size, which even for the smallest one is many times the file size of the actual forum page content.

Pretty much all animated avatars have been linked to, to work around the site's avatar size restriction of 29kB.

An avatar can be distracting without being animated - Robbie Laughing

For example, and not picking on specific people, just ones that spring to mind...
